A fixed lump-sum grant for six months of structured feasibility work in one target country in Africa, the Americas, Asia or Oceania.
The project must show at least €86,000 in eligible costs, with at least €26,000 carried by the company. Around 70 projects are expected to be selected from more than 900 applications.
Initial enquiry: no payment required. Paid advisory and application work is scoped and agreed separately. Eligibility does not guarantee funding.
The money
The grant is fixed, the project budget has a floor, and the difference is carried by the applicant. Those three numbers are the fastest way to judge whether the call fits your company.

Project duration
The €60,000 is a fixed lump sum measured against a project with at least €86,000 in actual eligible costs. The company must finance at least €26,000 of that project itself. Nothing has to be paid to the programme in advance: the €26,000 describes the share of the project your company funds and accounts for.
Part of that share may already sit inside your business. Where members of your team actually work on the feasibility study, their eligible personnel costs can count towards the project budget, provided the work is performed, the costs are genuinely incurred during the project period and they are evidenced in your accounts.
This is not free funding, and it is not a way to relabel existing overheads. Eligible cost categories under the call include:
€42,000
70% at the start of the project
€18,000
30% after an accepted final report
The second instalment depends on the final report being accepted, so your company funds the project in the meantime. Over six months that means paying salaries, subcontractor invoices and travel before the full grant has been received.
Before you plan around it
The award is linked to deliverables and carries accounting obligations and possible checks. It is not unrestricted cash and it does not cover a full commercial launch.
Eligibility does not guarantee funding. Test the payment schedule against your own cash flow before you commit to a proposal.
Eligibility
The call is limited to innovative SMEs and to one target market outside Europe. Check every condition before you invest time in a proposal.
The project addresses one target country in Africa, the Americas, Asia or Oceania. A feasibility study aimed at another European market is outside the purpose of this call.
Applicant countries and countries under applicable EU restrictive measures are excluded as target markets. The United Arab Emirates and Lebanon fall within the geographic scope of the call; sanctions compliance must be verified for the specific country and for the counterpart at the time of application.
Sanctions rules change. Treat this page as guidance, and check the current official call documents and FAQ before you commit to a target market or a counterpart.
A subcontractor legally established in the target country, paid from the project budget: a prospective customer, a research organisation, a supplier or a technical partner.
A branch, subsidiary or entity under the same control as the applicant does not satisfy the independence requirement.
The counterpart must accept the invitation and sign its commitment in Eureka SmartSimple before submission. Submitting an enquiry to us does not secure a counterpart.
Competition
Applications are submitted in English through the Eureka SmartSimple platform and include the online form, a workplan annex, declarations and the local counterpart's commitment. The deadline is 1 December 2026 at 14:00 CET (Brussels time).
Questions
No. There is no separate deposit and nothing is paid to the programme. The €26,000 describes the share of the project your company funds itself, measured against a project of at least €86,000 in actual eligible costs.
Not necessarily. Costs your company genuinely incurs during the project period count towards the project budget, including eligible personnel costs of existing staff. What matters is that the costs are eligible, actually incurred and evidenced in your accounts.
Where team members actually work on the project, their eligible personnel costs can form part of the project budget. Keep time records, payroll evidence and a cost calculation that follows the official rules. Overheads cannot simply be relabelled as project costs.
The grant is paid in two instalments: €42,000 (70%) at the start of the project and €18,000 (30%) after an accepted final report. Your company funds the project in the meantime, so plan the cash flow for the full six months.
